Preventive Dental Cover
Preventive dentistry — check-ups, scale and cleans, fluoride applications, fissure sealants — is usually the most generously rebated category of dental work on Australian extras policies. Many funds pay it back at a higher percentage than general or major dental, and quite a few apply no waiting period at all. That is by design: the better-rebated routine care is, the more likely patients are to attend regularly, and the smaller most problems stay.
This page explains how preventive dental cover usually works across funds such as HCF, nib, CBHS, HIF, Smile, RT Health, Frank, and many others. What “preventive” usually means on a policy
The treatments that most extras policies group under preventive or general dental include:
- Comprehensive examinations and check-ups
- Scale and clean appointments
- Fluoride applications
- Fissure sealants
- Routine bitewing X-rays and intra-oral images
- Oral cancer screening as part of a routine examination
Some funds split routine and emergency examinations onto different item numbers. The item-number detail does not usually matter to the patient — we provide all the codes on every receipt — but it is worth knowing if your fund quotes “examination” rebates with multiple lines.
How preventive cover is usually structured
Most funds approach preventive dental in one of two ways:
- “100% back” preventive cover, where the fund pays the full fee for a defined set of items — usually one or two check-ups and cleans per person per year — up to a benefit-year cap. Often marketed as “no gap” preventive care at participating providers.
- Percentage or set-dollar rebates, where the fund pays a portion of the fee, regardless of which dentist you see.
Sandgate Family Dental is not currently a preferred provider for any fund, so where the “100% back” arrangement is conditional on visiting a contracted provider, the rebate at our practice will instead follow the standard policy rate. You can still claim eligible benefits at Sandgate Family Dental using HICAPS, whether or not we are a preferred provider for your fund — there will simply be a small gap, which we are upfront about before the appointment.
Annual limits and how to make the most of them
Most extras policies set an annual dental limit for general/preventive items — typically refreshed at the start of each benefit year. The single most useful habit is to make sure you use your routine entitlements before the limit resets:
- Book two examinations and cleans per benefit year where appropriate
- Schedule your hygiene appointment a few weeks before your benefit year ends if you have not used it
- Use any unclaimed preventive entitlements for fluoride or sealants on children
The benefit year for most funds runs from 1 January to 31 December, but some operate on a financial year or your policy anniversary. Your fund or membership card will tell you which applies.
Waiting periods
Waiting periods for preventive dental are often the shortest on a new extras policy — sometimes two months, and quite a few funds waive them entirely under their preventive category as a sign-on incentive. If you have just joined or upgraded your cover, this is worth confirming so you know when you can start claiming.
Why preventive care is the highest-value use of extras
From a practical standpoint, preventive dental is where extras cover usually goes furthest:
- It is rebated at a higher rate (often 60–100% depending on policy)
- It carries shorter waiting periods
- It is the category most likely to attract a “no gap” benefit
- It catches problems early, before they need to be claimed under more expensive major-dental categories

HICAPS at a preventive appointment
We are a HICAPS provider. After your check-up and clean, the eligible rebate is processed on the spot and you only need to pay any remaining gap. We will give you an itemised receipt with all the codes so you can submit a manual claim if HICAPS is unavailable for any reason. Your exact rebate depends on your policy, level of cover, annual limits, and any waiting periods — your fund can confirm in advance.

Preventive cover FAQs
How many check-ups will my fund pay per year?
Many funds pay for two examinations and cleans per person per benefit year, but the exact number depends on your policy. Some pay only one routine examination per year and rebate further visits at a reduced rate.
Are X-rays covered?
Routine bitewing X-rays at recall intervals are usually rebated under general or preventive dental. Larger diagnostic imaging — such as panoramic or 3D scans for implant planning — usually sits under different item numbers.
Is fluoride included?
Topical fluoride applications during a check-up are usually rebated, particularly for children. The amount varies between funds.
Are fissure sealants covered?
Most extras policies include fissure sealants under preventive items. For children, sealants are also often covered under the CDBS — see our CDBS page.
Why is there sometimes a small gap?
Because our practice is not a contracted preferred provider, the rebate at our chair is the standard rate set by your policy rather than the higher contracted rate. The gap is usually modest and we will let you know what it is upfront.
Can I claim if I miss the benefit year?
No — annual limits do not roll over. Unclaimed entitlements are lost at the end of the benefit year, so booking before the reset is worthwhile.
